Dr. Parra was among the first surgeons in the United States to perform lens and cataract surgery with the Light Adjustable Lens, an innovative technology that allows optimal customization of vision following lens replacement and cataract surgery. He was also among the first in the US to apply a novel concept of Minimally Invasive procedures to treat ocular conditions.

Dr. Parra graduated at the top of his class from Baylor College of Medicine, ranked among the top medical schools in the United States and world-renowned for its NIH-funded research in vision and ophthalmology. While there, he served as President and Chair of the Ophthalmology Interest Group and founded the Unite for Sight BCM chapter, an organization focused on advancing the field of ophthalmic surgery. Under his leadership, the Unite for Sight BCM chapter was named the Global Health Society of the Year.
Following medical school, Dr. Parra completed his Ophthalmology Residency at the UCLA Jules Stein Eye Institute, where he was elected Chief Resident in recognition of his surgical excellence. He went on to serve on the faculty at the University of Houston College of Medicine and Optometry, training the next generation of eye care professionals.
